Silliman Law Wins Best Prosecution Memorial

A duo from Silliman University College of Law made it to the semifinals of the International Humanitarian Law (IHL) National Moot Court Competition held October 19 to 23 at Polytechnic University of the Philippines in Manila. Juris Doctor majors Maria Carmela Caupayan and Darrel Winthrop Torres took on a fictional case, “Prosecutor vs. General Hassam Amir,” in a simulated International Criminal Court proceeding. They fulfilled in separate rounds both roles of prosecution and defense in the case that charged General Amir with the war crimes of 1) rape, 2) intentionally directing attacks against personnel, installations, material, units or vehicles involved in a peacekeeping mission, and 3) killing or wounding treacherously a combatant adversary under the Rome Statute to which the Philippines is a party. Salonga Center initiates 911 for province

Last October 28, 2015, the Silliman University Salonga Center along with different agencies discussed the possibility of using 911 as the main emergency number for Negros Oriental. ‘Call 911’ initiated by Salonga Center The Salonga Center for Law & Development, along with different agencies, is recommending the use of the international code “911” as the main emergency number for Negros Oriental. The idea was inspired by Davao City’s Central Communications & Emergency Response Center. In his visit to Dumaguete in February, Davao Mayor Rodrigo Duterte said 9-1-1 should be the numbers to call in case of emergency because it’s the code that comes to memory worldwide. 9-1-1 is the emergency telephone number for the North American Numbering Plan, intended for use in emergency circumstances only.In over 98 percent of locations in the US and Canada, dialing 9-1-1 from any telephone will link the caller to an emergency dispatch center called...

Dr. Batongbacal delivered a special lecture entitled “Chinese Historical Claims to the South China Sea: Maps and Musings” during the 37th Annual Conference of the Ugnayang Pang-Aghamtao (UGAT) and 7th National Conference of the Philippine Geographical Society (PGS) hosted by Silliman University. Dr. Batongbacal is an assistant professor at the University of the Philippines College of Law and director of the University of the Philippines Institute for Maritime Affairs and Law of the Sea. Arizona State U Law Students Speak on Gender-Based Violence

Salonga Center for Law and Development (SCLD) of Silliman University are hosting in a series of activities aimed at eliminating gender-based violence two students from the Arizona State University (ASU) Sandra Day O’Connor College of Law. Krystele Fernandez and Felicia Cantrell (second and third from left, respectively) are at Silliman as part of their exposure trip to the judiciary and the law academe of the Philippines. On July 11, they will give a presentation on laws affecting women and children at a seminar at the Silliman University College of Law which is jointly coordinated by the Gender Watch Against Violence and Exploitation (GWAVE). Sibulan Sangguniang Bayan thanks Salonga Center

Last June 27, 2011, the Municipal Council (Sangguniang Bayan) of Sibulan, Negros Oriental passed a resolution expressing its heartfelt and sincerest thanks and gratitude to the Dr. Jovito R. Salonga Center for Law and Development for its continued support and assistance to the municipality. Resolution No. 11-155 cited the Center’s support in the fine-tuning of the proposed Gender and Development (GAD) Code of Sibulan and the Regulatory Ordinance on Entertainment Bars. It may be recalled that the Center extended its assistance to the Sangguniang Bayan by submitting its comments and recommendations on the two ordinances. Salonga Center and GWAVE Conduct Seminars for Barangays

Last May 17-19, 2011, Office of the City Legal Assistance Service in cooperation with the Jovito R. Salonga Center for Law and Development and the Gender Watch Against Violence and Exploitation (GWAVE) conducted a 3-day seminar to the different lupon members, barangay secretaries and kagawad members coming from a total of 30 local government units in Dumaguete City. The first day gathered 32 participants from barangays Poblacion 1 to 8, and Bajumpandan. the second day, 36 participants joined from barangay Balugo, Banilad, Bantayan, Bunao, Cadawinonan, Calindagan, Camanjac, Candau-ay, Cantil-e and on May 19, another 36 participants from Daro, Junob, Looc, Mangnao, Piapi, Pulantubig, Tabuc Tubig, Taclobo, and Talay. Salonga Center and SU Law hold Roundtable Discussion on Solid Waste Management

The city’s lack of adequate and efficient waste disposal system is a serious concern that requires immediate attention. The open dumpsite in Barangay Candau-ay beside Banica river has been condemned by many environmental groups and as a matter of fact has already received a Cease and Desist order (CDO) by the DENR for violating provisions regarding sanitary landfills inculcated in the Ecological Solid Waste Management Act of 2001 (Article 6, Section 36-41) and the Sanitation Code (Presidential Decree 856). In lieu of this, Dr. Jovito Salonga Center for Law and Development of Silliman University and the College of Law held a roundtable discussion on Solid Waste Management, Sanitation and Hygiene last April 25, 2011 at the Salonga Conference Room of Silliman University. Last Thursday, February 17, 2011, the Salonga Law Center for Law and Development and the Silliman University College of Law hosted a seminar-workshop on the “Apprehension and prosecution on drug-related cases” for members of the Philippine National Police in the province of Negros Oriental on the occasion of Law Week and the 75th Anniversary of the Silliman University College of Law.
